Yes,for sure Ischgl is a party town, but not for youngsters. Its much more pleasurable than ,say,Mayrhofen.Basically,it's a middle class beautiful resort. There are no "nasty" ,ugly buildings, plenty of pleasant restaurants and good bars and clubs. The Apre ski is second to none.

It's all down to taste though. To my tastes Ischgl is loud and tacky, full of euro style faux alpine buildings lacking any real character at all. Apres consists of middle aged Europeans being loud and drinking beer. While the skiing is utterly dismal, the slopes are tedious beyond belief with the only saving grace that there is amount of easily accessed off-piste ideal for anyone starting to build that skill.

Ischgl is on my list of places to ski in the next couple of years.

I know Ise looks for totally different things from the average holiday maker, but Ischgl fits into the catagory of ski resorts that appeal to me because of extent, snow sureness, nightlife and variety of terrain.
Having not been I cant comment, but dismal is not a word anyone I know who has skied there has used about it.
Horses for courses though, I guess.
I would bracket Ischgl nicely with places like StAnton, Mayrhofen, Verbier, Sauze, etc. Looks good to me.

It's a curious pastime skiing, one of the few where the greater one's experience the less valid one's opinion is :D
