This is purely anecdotal, but in the eighty plus days I spend on the slopes each of the last few seasons (the period helmets have become more popular), the riskiest skiing and boarding I have witnessed has been by people not wearing helmets. There may be several reasons for this. I think people who are safety conscious tend to wear helmets, and this is reflected in their skiing/boarding. People who only ski occasionally, and often beyond their current level of skill, don't tend to wear helmets. Rednecks who are just out for a thrill, definitely don't wear helmets.
I spend a lot of time on a small hill, where you can spot reckless people easily, and time you runs to avoid them.
The occasional reckless skiing I have seen by people wearing helmets, is by junior racers (and some senior) making warm up runs before, or between races. Don't make wide turns in front of them
