It's not the smash on the outside, it's the brain hitting the inside of the skull that will cause the fatality.
The helmet will prevent other injuries, but is unlikely to prevent the fatal one.
A good helmet should dissipate the energy of the impact and reduce the rate of decelleration of the skull and with it the impact of the brain hitting the skull.
It won't prevent all fatalities in the same way seat belts don't stop all decelleration fatalities in car crashes. However they are likely to push the boundaries of differing grades of inury further up the impact scale. An impact that might have caused a sore head may become nothing, a bout of concussion a sore head, a mild brain injury becomes concussion, major brain injury becomes mild, death becomes a major brain injury.
Some levels of impact will always be fatal with or without a helmet - it's the ones below that we have to consider.
Is it likely to be measurable?- not easy to quantify the severity of head injuries at different impact speeds as human trials wouldn't get past the ethic comnittee and animal trials would be hard to support and crash test dummies just tell you about the physics.
It's down to personal choice for adults.
For insurers it's down to the actuaries.

Honest observation from a bobbler: far more people are wearing helmets in the resorts I've been to in the last few years. I'd say lidders probably outnumber bobblers these days, but its still incorrect to suggest not wearing a lid is bad or unacceptable.
Being something of a nonconformist myself, I'm quite happy that bobblers are somewhat frowned upon by a section of the lid wearing fraternity. It's makes us even cooler.
