But is appears to be based around an underlying urge to drain any pleasure out of a given situation, ensure that individuals have as little opportunity as possible to be... well... individual, and to make sure that the decisions are as bizarre as possible so that the profile is raised which draws attention to them and makes it look like they're actually doing something. :evil:
