Definitely nothing to suggest winter tyres are becoming compulsory in France anywhere.

I am also in the 2 sets of wheels crowd. I rely on being able to go out every day no matter what the weather, and whilst we hardly have extreme weather in the UK like they do in the Alps, there are usually periods of several weeks or months where temps drop down consistently to zero or thereabouts and therefore having winter tyres makes sense.

They were out quicker in normal temps ie above 5c or so, but when its proper cold, wet, icy or snowy at low temps, winter tyres give you shorter stopping distances and increased grip. I can testify to being the only car driving on a stretch of road near Bedford 2 years ago when it was snow covered and -14c. Everyone else had abandoned their cars or where going sideways or in circles.

As for the faff, its only a jack and screwing a few bolts. Takes 20 mins to change a set of wheels on a whole car, and as long as those wheels are previously balanced, not a problem.

I run 2 sets of branded. 1 came with the car, the 2nd I bought on ebay from a breakers yard for £60 for the 4 in mint condition.

Keep one set with tyres on in your garage, and change them over when the temperature dictates doing so.
