Where the nursery slopes are in
Westendorf, a lot of hotels are right by them, or actually beside the slope itself - so no bus required.
Kirchdorf also has nursery slopes with hotels beside - Seiwald and Alphof (I think) but they have a good area to learn, and a hut where you can put your skis and boots overnight (locked up), to minimise carrying stuff about - and the ski bus to other areas stops right by there - so that may be worth considering.
Nice little slopes for small fry to learn on, cartoon characters to ski in and out of, and seating areas for parents to sit and watch/encourage.
A lot depends on your budget, the culture of that country (i.e. some people prefer France over anywhere else).
Arinsal in Andorra also has a gondola up from the village and a locker you can hire at the top to store everything in, and nice easy slopes to learn on.
It is a pain at any age having to carry stuff about!
