Was not wearing a helmet the cause? Probably just speculation and the govt.s way of dealing with it looks like a knee jerk reaction (similar to Italy's after the avalanches a week or two ago).
Until more facts are established I doubt it could be 'yet another reason to wear a helmet'.

Don't get me wrong, I wear a helmet, but with a title like that it will probably just descend in to the old helmet debate which has been had this season already. To the point where I could probably tell you each users helmet wearing preferences ;)
