I would think that thieves would go for the easy option of unlocked or unsecured skis, so any kind of lock could be enough to put them off.

I keep hearing more and more cases of ski theft! I'll be getting a lock for the next trip. A friend even had their coat stolen this year! They went out for a drink in the evening, left their coat on a coat rack, then someone just helped themselves to it!
No offence, but why would you expect them to speak English? Even in UK tourist resorts, the police (and most others) ONLY speak English, and no one expects anything else!
You could have found (or paid) someone to translate for you.

People in Europe generally have a better grasp of English than we do of their language. It is not ignorance on my part but generally when I visit Europe I fully expect others to have some understanding of our language. I attempt the local language wherever I go and know quite a lot but actually getting my Scottish accent to sound anything like French/German/Italian is near impossible.
Edit: by Scottish I obviously mean Colombian )

When I go on my hols I would not expect anyone to speak English, I tend to find with the French if you make a little effort they will always help you out, But on saying that with the car breakdown in France last January my Insurance company facilitated a three way conference call with the French police as there was no english spoken by them and my French was not up to scratch.

I wouldn't expect one particular person to speak English but I have never come across someone that has no English ability whatsoever. Always try to speak to local language but usually when they realise that I am not getting anywhere they attempt to speak English and are often grateful of the practice.
