Whether or not its compulsary or not I am not sure but I would make my kids wear one. No helmet.........no skiing.
I notice in Finland kids under 7 wearing helmets get free ski hire and lift passes. That cuts the costs considerably if you are taking kids.
Certainly in Austria last year most the kids in ski school wore helmets whether it was choice or whether it was the rules for ski school, not sure.

I did not get on with group lessons at all. The age differences in which classes I was put in just did not work for me. Alright we were all complete novices but when you are in a group of 20 year old lads and you are a 50 year old woman the rates at which you learn are different. I would have ended up killing myself trying to keep up with them.
