Legislative decree no. 40 - Winter sports safety regulations of 28 February 2021 largely replaces law no. 363 - Safety rules for downhill and cross-country skiing in winter sports of 24 December 2003. Italy also has several regional laws on winter sports, article 40 of the new decree states that the regions have 1 year to adapt their regulations to the provisions of the new decree, so decree no. 40 might not come into force in some regions until 2023.

Many of the provisions of the new decree have lots of potential for affecting the validity of ski insurance e.g. skiing under the influence, skiing off piste without a transceiver, probe and shovel and skiing a black piste without having a high level of physical and technical ability are all offences under the new decree. If you injure yourself or someone else whilst doing any of the above your insurance company might reject your claim.

The new rule affects people aged 65 and over, and people vaccinated with the Janssen vaccine https://www.gouvernement.fr/info-coronavirus/pass-sanitaire scroll down until you get to "Comment prolonger mon « pass sanitaire »?"

If your booster certificate has a QR code you could try scanning it with the either the TousAntiCovid app or the TAC Verif app.
I think the main reason for Austria going into lockdown was the number of Covid-19 patients occupying ICU beds. The goal was to keep occupancy below 10%, it is currently 28%, if it gets to 33% there will be major problems https://covid19-dashboard.ages.at/dashboard_Hosp.html

Earlier today the authorities in South Tyrol announced that 20 municipalities are to go into partial lockdown (curfew between 8pm and 5am) https://www.suedtirolnews.it/politik/corona-suedtirol-verschaerft-massnahmen

This afternoon the head of the Swiss National COVID-19 Science Task Force said that Switzerland is only three weeks behind Austria!
Unless things change in the meantime she will have to show a negative test result in order to buy a ski pass, enter a restaurant etc., she will also need one to travel to Italy. Once at the resort she should be able to get a local pharmacy to carry out a lateral flow test for 8 euros, which will be valid for 48h. She might only be able to buy a ski pass for 2 days at a time.

If you want further information you could try calling Italy's Covid-19 information line https://www.salute.gov.it/portale/nuovocoronavirus/dettaglioContenutiNuovoCoronavirus.jsp?lingua=english&id=5374&area=nuovoCoronavirus&menu=vuoto and the lift company in the resort you plan to visit.
I think you will only have to show your 'green pass' to get on the lifts out of the village, if you look on the Plan Maison webcam there doesn't seem to be anyone checking covid passes at the moment.

It's very much a case of "watch this space" the number of cases is still pretty low in Aosta, but they are rising rapidly in some of the other alpine countries.
The Green Pass is the Italian version of the EU Digital COVID Certificate. The NHS COVID Pass has been accepted as an equivalent, you will also have to show photo ID to prove that the certificate belongs to you.

Before entering Italy, you are required to fill out a Digital Passenger Locator Form https://app.euplf.eu/#/ It would be a good idea if you read the manual before you start filling it out as it asks for lots of info that you might not have to hand.

The decree governing the current anti Covid measures expires in December so things could change before your trip.
EU to accept UK's NHS COVID pass

The Swiss Federal Department of Foreign Affairs (FDFA) has now updated their UK embassy Coronavirus webpage.

"As of 2 November 2021, the NHS vaccination certificate is recognised in Switzerland for domestic purposes. Holders of the NHS vaccination certificate should refresh their digital certificate or print a new certificate if generated before 2 November 2021. In case of two dose vaccines, only the certificate for the second dose will be recognised."

Presumably the bars, restaurants etc. will have to update their COVID certificate checking app for it to be recognised.
Ischgl - at long last

"Cable cars" is a mistranslation, these days many skiing related press releases are machine translated using Google translate etc., they tend to struggle with ropeway terminology. Ischgl only has one cable car, it goes up to Piz Val Gronda.

In articles that appeared in the Swiss and Austrian press, it was reported that "intelligent" camera systems have been installed in the three "Zubringerbahnen" (feeder lifts) at Ischgl. Ischgl has 3 gondola lifts that take skiers up to the slopes above the village.

The Austrian government COVID ordinance for the coming ski season is still pending. The draft version states that FFP2 masks will be mandatory in cable car cabins, gondola lift cabins, chairlifts fitted with hoods and in enclosed waiting areas. It also states that stricter measure can be introduced on a regional basis if necessary.
