If I recall, BA allow one bag up to 23kg per person, irrespective of whats in it, so you can take a double ski bag each and pack it to the gills at no extra cost.
With the charters, its 15 or 20kg depending on the airline, so not as flexible with baggage. Plus some charters might quibble about taking one bag with skis in if you havent booked ski carriage - not that they should, as they clearly state one bag with a weight limit, shouldnt matter whats in it! But this is what you get with some airlines and certain airports.
My personal opinion is these big ski bags are a good idea to avoid paying ski carriage costs now that they are high. Not sure how this works with Ryanair or Easyjet though.

One combined bag containing skis and all your gear is going to weigh in at a lot more than the weight limit for your main bag. So you need to pay ski carriage. But the question is should you be able to combine the weight limit for your main bag and ski bag (38kg).
It's the way most snowboard bags are these days and ski bags are going the same way.
Personally I use a hard case for my skis, having seen how they load those luggage trolleys!

I didn't realise that "sports equipment" ie a pair of skis, or snowboard etc had a separate weight limit with airlines. I thought it was classed as its own separate item irrespective of weight..... Therefore the problem I see with packing your clothes within the same bag is, you could (and assuming your travelling on a budget airline) choose not to pay for a hold bag, but instead pay for the sports equipment getting around the issue of having to pay for 2 bags....

I understand people saying as long as your not over your limit it should be ok in 1 bag, however as far as I'm aware the limit is for hold bags and not S,E. And this is what jet 2 were saying to us last yr even though he had paid for a hold bag but just not used it as it was in 1 bag....

Hope this makes sense, it is in my head I'm just not putting my point across v well...

Budget airlines say ONLY the sports equipment, ie skis or board or golf clubs etc, should be carried in the sports equipment bag. I've not used them frequently enough to know whether they check or not.

Anything over 23kg in total and 'Elfin Safetee' rules come into play. I've been questioned at BA check in GVA about the content of a ski bag (it had er... 3 skis in it)...don't ask! BA check in weighed my ski bag at LHR, when it obviously only had skis in it, which they then delivered with damage to the brand new skis

Some of the ski carriage weight restrictions placed by Tour Ops is hilarious. It's always worth looking at the small print b4 committing to going packaged, unless you want to incur excess baggage charges.
