Its Andorra Telecom! They are a law unto themselves and are bundled with Algeria, Angola, Bhutan, Chad, Greenland, Lebanon, Madagascar, Sao Tome & Principe and Tunisia for roaming charges!

I'm afraid you will find that Andorra is not included in Euro bundles.

Living in Soldeu for the season, I get by with my UK phone. The texts are not expensive, and I use Skype for calls. WiFi is pretty freely available in the village and mountain restaurants.

Depends how long you plan to be there, and what you plan to use the phone for. Locals use Andorran Sim cards. You would have to go to La Vella to get one though.
