A police caution is effectively a conviction but that shouldn't intefere with travel in countries not requiring a visa (ie Europe).
If you were going to the States it would be different - a conviction preculdes travelling on the visa waiver scheme (or whatever the new variation is called) so he'd need to declare it and apply for a visa.

When you consider the Met alone has over 2,000 Constables/Officers serving with convictions for Drug's use and supplying of , illegal possession and use of firearms , fraud , perjury , perverting the course of justice ,ABH , GBH ,arson , theft and destruction of evidence,robbery etc the Police as an organization are pretty much pointless ( never tell a copper if you are going on holiday though , if you don't want to get robbed ).
Although a Official Caution goes on your records and can be a problem when applying for loans , jobs etc it shouldn't be a worry but if in doubt check , just don't tell them when you are going.
