I have a pair of Uniden with a 6k range with headsets cost around £30 a few years ago, have used them on a regular basis in the alps without any problems with the cold ..... I think that I brought them from a ebay shop.

2-Way Radios - Non-Japanese walkie-talkies are strictly prohibited by Japanese law because they have the potential to interfere with emergency communications and broadcasts.
I got this information from http://www.powderhounds.com/Japan/Travel-Hints-Tips.aspx
So if that info is correct, i would say that they would not be allowed
