You'll be fine with a ski bag irrespective of size. Mine weighed 18kg when I flew with them, never once got checked.
But I don't have a ski bag so weight would all be in my main hold bag which I'm sure they will check - hence the query about separate boot bags
Put them in your boot bag and use that as hand luggage. Simple. Very much doubt theyu will charge you! If they do say you will wear them and put your shoes in the bag ;)
