Fly to barcelona. Novatel bus to anywhere in andorra.

We used Easyjet from Gatwick to Toulouse ,then hired a car/minibus

Toulouse sounds good. I have found a Ryanair flight from Stansted to Carcassonne Airport. And then a ski shuttle to Pas de la Casa. What do you think about?

Apparently some of the tour operators have moved their flights to Spain because the roads to Andorra can be affected by the weather and the Spanish were more diligent about trying to keep the roads open than the French.

That comment is rather unfair, Andymol2. I live locally in the Winter at Saillagouse and the French are pretty good at keeping the local roads open. The reason for coming in from Spain is that the Spanish border is below 1,000 metres and the roads don't NEED clearing!
The approach from the French side is often problematical, despite the new tunnel under the col d'Envalira (toll 6.60 €), because the approach from Hospitalet can be closed due to avalanche danger. They then route cars through the tunnel du Puymorens (toll 6.40 €) and back over the col du Puymorens which can also be closed simply due to snow. If so, then you're only left with crossing into Spain at Bourg Madame / Puigcerda and going round via Seo d'Urgell to enter Andorra from the Spanish side.
