First port of call is the web-site of DIRSO but you can cut to the reports you're interested in with this link http://www.dirso.fr/viabilitehivernale/CarteRnHospitalet_puymorens.php which gives road conditions from the Andorran border down to Hospitalet or over the Col du Puymorens to Bourg Madame.

As for Andorra itself, they generally keep the Porte d'Envalira open all the time but there's also now a tunnel if it's closed which comes out just below Pas de la Casa.

That link appears to have been changed to http://www.mobilitat.ad/ca/ from which you can even check which service stations have the cheapest fuel.

Interestingly some of the holiday companies have moved their charter flights to Northern Spain as the French were seen to be less willing to keep the roads open in bad weather than the Spanish.

Last year we drove up from Barcelona to Soldeu. The day before, and two days afterwards, there was no access from France to Soldeu. That may confirm the 'less willing' tag, although having approached from France previously, the road is noticably steeper in places and would probably be more hazardous in poor conditions.

Not to defend the French too strenuously, but it is a much more severe approach from the French side to Pas, and far more prone to blockage than coming up from the South.

Neilsons/Thomas Cook now fly almost exclusively into a small airport at Lleida, which is a reasonably civilized experience I'm told.

Crystal still fly into Toulouse.
