A lot of the time, IME, if you can work out a DIY package you avoid singles supplements.

Balkan hols charge relativity low single supplement
ring the tour operator and see what you can negotiate. If its off season you got a good chance of not being charged a supplement or they may find you somewhere that will not charge or reduce it
Nip down to your travel agent too see what they can find for you

i normally book with crystal, and touch wood the three i have booked so far have all been no single supplent on rooms and i have just found one for mayrhofen on 4th april which is £7 per night supplement, when are you travelling, try crystal site's.
